Union territories are administered by the President of India through appointed administrators or lieutenant governors. However, some UTs have been granted partial statehood with legislative assemblies:

  • Delhi: Has a legislative assembly and a Chief Minister; however, certain powers remain with the central government after several years of rule by Aam Admi Party (AAP).
  • Puducherry: Possesses a legislative assembly and functions similarly to a state.
  • Jammu and Kashmir: Reorganized as a UT with a legislative assembly in 2019.

Other UTs are directly governed by administrators appointed by the President.
